could i use petrol pump to empty the fuel tank by hooking up 12volt supply to the petrol pump
having trouble with carb cleaned it out 5/6 times was ticking over like a watch for a half an hour now refuses to start plenty spark petrol pump working so i think i need to clean the tank out

Not the best idea if there is a lot of muck in the tank which you don't really want to put through the pump. There is often a filter inside the tank too and this will probably be clogged. If its just water it could work but the pickup probably doesn't reach the bottom of the tank. If you add an in-line filter it could provide a practical alternative, you would just have to watch for it getting clogged and be prepared to reverse flush it or change it. There are also various pumps you could get through ebay which could be fixed up with a pick-up tube fed to the bottom of the tank. If you did this successfully it also gives you the option of flushing the tank with some diesel and sloshing it about. That's only a good idea if you can be sure of pumping most of it out of course.

Isn't the pump on a 125 vacuum operated, or is the X7 different to the X9?
The X9 used to suffer from a blocked filter on the pump body, not in the fuel flow but a gauze on the cover of the filter that allowed outside air to be pulled in so the diaphragm could be deflected by the vacuum applied to the other side. They also suffered from vacuum pipe degradation/cracking which reduced the pumpd efficiency.
