I would guess the biggest problem may be getting the cover to come off clearing the frame of the bike. On a 500 you have to drop the engine out of the frame but on a 250 X7 I don't know if there is the same clearance issues. Otherwise it looks like a straight forward job going by the manual drawings. I'd drain the coolant and remove the hoses from the water pump then remove the cover complete with pump. The inner end of the pump has a pin that engages with a shaft inside so don't turn it and then it will slot straight back on.
Clean off all the old gasket from both faces then smear some red hermatite or similar on one side of the gasket and stick it to the block then smear the face of the cover and offer it into place. replace the bolts and tighten evenly. Apply sealant around where the stator wiring comes out.

morning i have just about done the gasket change waiting for my new oil filter coming
you have to remove the complete exhaust system to get the fly wheel cover out to change the gasket so whilst out i've cleaned the oil off the parts infected with oil will report later when i'm up and running

All I did on the 500 was to twist the pipe round so I could just clear the cover. Looking at the nuts on the manifold I didn't think it was worth attempting. Lots of WD40 around the manifold and it turned quite easily, I almost expected a leak afterwards but 40,000 miles later it's still fine.

I don't know on a 250 but any shaft driven from inside has to have an oil seal where it exits the casing. Again referring to the 500 there is an inner oil seal and an outer water seal on the pump shaft. Between the two seals is a cavity around the shaft that has a drip hole in the casing so any leaks inwardly or outwardly can be seem dribbling out. I guess yours is similar.
Unfortunately there aren't that many members with a 250 Evo motor compared to 125 and 500 who may have done this job who can help much.

Do you think this is probably what it was all along but due to the accumulated mess caused it couldn't be spotted?

well the kit has arrived from sip £32 you get the whole lot new impeller ceramic seal oil seal  etc. in modern vespa how to i have got to make a couple of drifts to seat the seals and bearing shaft which me being a novice at lathing will take a bit of time to make will keep you all posted looking around the net this is a popular fail on water cooled piaggio's so this may help others keep watching

The ceramic seals are fragile on all models so even if you were only needing to do the inner oil seal on a 500, you would probably break the ceramic seal getting it out, so having an assembly containing both is a good idea. Stop tapping when you think it's right, don't be tempted to have one more tap for good measure as that's bound to be the one that cracks it. Sod's Law!

well the job is done pretty straight forward i made the special tools to do the job, looking back you could do it with the right size sockets .if your leaking water you can do the seal from the front without splitting the case fiddly but doable if your leaking oil as mine was split the cases fit a new oil seal leave the water seal alone if your not loosing water/coolant time to do it 1 1/2 - 2hrs hardest part removing panels to get at it
this is a common problem looking around the net so have a go  if it's only a drip i would leave it mine was oil leaking which neatly landed on the rear disc and surrounding area so had to be done
