Push the ignition key right in and the cover over the petrol cap will open pull the lever next to the petrol cap and the seat will unlock .(I THINK ??)

The button only works with the steering lock off.
Check all the fuses.

Ok i've worked out the steering lock is OK.. but the main 2 problems are,

now are the HEADLIGHts rather then switching from full beam to dim beam they just switch from main left headlight on to right headlight on.. so you allways have one main beam on and one main beam off depending on wheather the switch is set to high or low.  what could be going on here? could this be something to do with the battery as I think the scooter was not used for a few months before sale...

also the man under seat storage is still stuck but this dose not worry too much as i can still access it via the boot...

I think you'll find the headlights are working correctly - one on high beam and the other on low.
They won't both be on at the same time.

Motorcycles rarely have an On-Off switch fitted these days so one headlight is always on.

I'm a bit concerned about the 'man under the seat' I hope you are feeding him.

Mike's right the single light is permanently on and just changes over to the main beam side when you push the switch.
